I would suggest you forward these emails to customer support at Hotmail.
They can delete the address and block future registration from the IP
address being used to register.. (sometimes).  It's at least worth a try.  I
know that Hotmail does have IP logging turned on, so there's a possibility
they can help you.

I'm a participant on a number of bulletin boards and occasionally you get a
rogue with an agenda.  It's annoying, but I'd recommend making good use of
your delete button and to the greatest extent possible ignoring them.  You
can even setup a mail rule to deny any mail from this email address - I'd be
happy to help you do this if you like...
