Things are not close to being settled as to Tartan Day as to the
specificity of Tartan Day plans in Washington.  There will probably be
no Capitol steps ceremony..  It is also unlikely that there will be a
festival on the Mall.  Any ceremony or parade would likely be in New
York.  Tartan Day will be celebrated in the capital city but not on
the scale we are accustomed to.

To put it to you bluntly, 911 changed things in more ways than we can
believe,Tartan Day being no exception.
