I would appreciate VERY much assistance in how to set up a rule to block

I would suggest you forward these emails to customer support at Hotmail.
They can delete the address and block future registration from the IP
address being used to register.. (sometimes). It's at least worth a
try. I
know that Hotmail does have IP logging turned on, so there's a
