One of the foundation stones of both ethics and philosophy, is the concept
which states that 'the end never justifies the means'.

 Therefore if the means are wrong, i.e. morally unjustifiable or contrary to
established and agreed principles, the desired outcome (however apparently
praiseworthy) can never justify any immoral or evil act, nor a breach of
agreed principle or international law. All else is to let the terrorists win
by simply replacing one form of tyranny with another.
