slight list change

Folks,

I'm making a slight change to the procedure for getting on the list.

The list subscription form
 http://sinclair.quarterman.org/listsub.html

and the list posting form
 http://sinclair.quarterman.org/listpost.html

now have text to say that people who want to get on the list need to supply
an initial submission for posting in addition to their name and address.
Many new people have been doing that anyway, so it's not a very big change.
