St Clairs of the Isles--

Re the book  'St Clairs of the Isles'  -   Do we know who holds the
copyright?  Or is it in the public domain?  Do these Higginsons own it?
 
 If it is in public domain what's the problem about getting it reprinted?  
 
 Please excuse me if its a silly question or has already been asked.
