In biblical Judaism, the Levites were the tribe from which the hereditary priesthood were drawn, and the generality of Levites were permitted to marry out i.e. marry other jews from different traibes. The Cohens were the iner family of the levitical tribe from whom were drawn the hereditary high priests - they were only allowed to marry other Cohens.
