song entitled " A Song For St. Clair On His Departure".

It was put upon the web from the 27th issue of a magazine callled "The
Kintyre Antiquarian's Magazine",  a very nice bit of work by Ian Forshaw, as
I understand it.
I've written to Ian enquiring about this song, it's quite lovely really.
However, I haven't received a response as of this writing.  Does anyone else
know the history of these lyrics and who they are dedicated to?
