Was he paid S.S. benefits?  I think one has to prove their date of birth by
filling out appropriate forms with witnesses and those should be filed
somewhere.  War records?  Sometimes, and in some places, when men were
signing up so quickly for war, they were told by lazy or over-worked clerks
that no birth records existed when now they could be found.  Did he always
go by Sinclair.  Perhaps the parents used St. Clair/Sinkler/Sinclear etc.
Even if you used a soundex search, it is possible that you wouldn't  have
picked up St. Clair.  The names of Clarence and Hubert are in my St. Clair
line in WI who were born around 1860-70.  But that is a long way from KY.
